Strange but true some people tried to ban the circulation of this paper. - The winter 2018/19 SGA Bulletin.

You should read it, simply apart from the conference report, it is full of all the basic guides to good governance and it poses some thoughts for governors and education generally to think about and some constants to hold on to as we transition into a Schools-Led System. So what is to ban, well as I understand a few people got the idea that it was going to contain some guidance that all governance boards, no matter what type of school or how many schools they govern, have three core functions

• Ensuring clarity of vision, ethos and strategic direction;
• Holding executive leaders to account for the educational performance of the organisation and its pupils, and the performance management of staff; and
• Overseeing the financial performance of the organisation and making sure its money is well spent.

Well it does because these are the words on the purpose of Governance from section 1.1 of the DfE’s Governance Handbook. It would appear that some executive leaders believe that governors should be managed by them and only be allowed to know what they want them to know when and if they want them to know it, this is clearly not the case. For governance to work effectively the executive has to be accountable to the governors or trustees who represent all the stake holders in the organisation. Governors and trustees who should be rigorous in their scrutiny, this does not mean being aggressive or distant or unhelpful or impolite but it does mean being a critical friend being professional and being in control of the process of governance. Governors and trustees may be considered as the strategic partners but they must be fully informed and should ensure that they are fully informed and in total control of the governance agenda, that is not the roll of the executive. Their duty is to account openly and honestly as requested to the governing body.
